MINING METHOD

When the owner agent or manager intends or proposes,by introducing water from the surface or from any other part of the mine,or from an adjacent mine,to flood any part of the working of his mine,he shall give,in writing not less than 14days notice of such intention or proposal to the chif inspector and the regional inspector and to the management of all adjoining mines and of such other mine as might by such flooding.Provide further that the regional inspector may by an order in writing,either prohibited any such operation or require that such operation shall not be commenced untill such precautions,as he may specify,have been taken to his satisfaction.

The  Board shall consist of the Chif Inspector who shall be it's chairman ex-officio and five members prossessing tecnical qualification in mining and having practical experience in coal mines,or serving in an institution imparting education in mining engineering at the degree or equivalent level and engaged in mining research.Present all important papers and matters to the Board as early as possible,isue orders for carrying out the divisions of the board have power to refer in his discretion any matter to the central Government for their order and have powers generally to take such action or pass such orders as are necessary to implement the desision of the Board.

  Highest flood level (HFL) When it rains water level of river or jore rises and water spreads on both sides.The rise varies from year to year.The highest level in known history to which water has risen is known as highest flood level or HFL of river/jore.The outer border to which the water spreads on either side is called highest flood line.If there is river or jore near the mine,HFL305m(5.10.2006).It gives an idea of the extent to which the water can spread so that Safety of mine entrance can be ensured.HFL is painted on a concrete pillar built on the surface.Every year durring rainy season the surveyor checks whether the water level has risen to a level higher than HFL,and if so,he surveys the HFL line,amends all mine plans accordingly and reveiws the dangers.It is to be noted that HFL line is not a contour line,In different mines on the same rivers,HFL may be different because width and depth of river may not be the same at all places.

For every 1%reduction in oxygen content,the light of flame safety lamp refuses by about 25%•At about 17%oxygen,the flame gets extinguished.                              A burning flame safety lamp shows adequacy of oxygen,but the atmosphere will not be safe if CO or other toxic gas in present.It is for this reason that regulations provide that while going for inspection of old working it is essential to carry flame safety lamp a part from birds or an approved CO detector

Only permitted Explosive used in underground.Such Explosive are always cap sensitive.Non permitted Explosive can be used in under ground metal mines and open cast coal mines.In waterly place gelatinous and semi gelatinous Explosive should be used butNG based powdery Explosive is not used in watery place.Slurry Explosive are water resistant and they can be used in waterly holes but AN based slurry Explosive with a so. gravity of 1 or less shuld not be used in waterly holes.Only Explosive with a high velocity of detonator over 2500m/sec. should be used for blasting in hard rock.Non cap sensitive Explosive should be blasted with the help of detonating fuse.

These are subdivided as- (a) Half second or long delay detonator. (B) Milli second or short delay detonator.                                        Delay detonator having a delay element and provide fuse head and printing charge.  Delay element consist of copper or brass sleeve and fild with antimony and potassium permagnet in case of long dealy element and Red lead and silicon in case of short delay element.Fuse head consist of flasing material,lead mononitro resorcinal(LMNR) potassium chloride,charcoal and collodion coton.In under ground coal mines aluminium detonator are not permitted but only copper detonator should be used.

The owner oragent shall provide accurate and reliable survey instruments and meterial for the proper carrying out of all survey and leveling wok and for the preparation of the plans and section required under these regulations and no other instruments shall be used in connection with in such survey or leveling work.

To ensure that all lamps in the lamp room are maintained properly as per the regulations.To ensures proper maintenance of record of isue, return and maintenance of lamps.To see that lamp room is kept in a neat and tidy conditions.To see that damage and defective gauges,glasses and other part of safety lamp are not kept or stored in the lamp room.To see that fire extinguisher or other means of dealing with fire provided in lamp room are in good condition and readily available for use.To carry out other duties given by manager or under manager or assistance manager regarding maintenance and issue/return lamps.
